The help-popups are not created by Doxygen. But Doxygen uses the same comments to create f.x. html.
...the *same* documentation produces help-popups while typing ... and html. ...
Also: I think JavaDoc f.x. has the same excellent flexibility as seen on the screenshot in my previous post.
