I use an editor (Code Genie) that has the much used feature of the including the filename under the mouse position, in the popup context menu so I can open it.

For example, let's say I have the text line "insert str.ex" and I right-click on the "str.ex", then a context-menu pops up with the first item reading "Open 'str.ex'".

If the file is a relative reference (not a full path-file specification), then it should look at a defined set of path prefixes to resolve it ... maybe at the project level first then if not found, a standard set of path prefixes defined in your EE user configuration?
